H-2B Seasonal Workers: Plan Peak Staffing Early | Vanteo
7:34

Employers using H-2B seasonal workers should begin workforce planning seven to nine months before their start date. The process runs through the Department of Labor, USCIS, and the Department of State, and filing windows are fixed. For an April 2027 start, planning should begin in summer or fall 2026, with the labor certification filed on the first eligible day in January 2027.

Every seasonal business knows that when peak season is on the horizon, staffing plans need to shift from strategy to realization.

For employers who rely on H-2B seasonal workers, strong workforce planning is what makes that shift go smoothly. The right team in place, at the right time, helps operations run on schedule, customers get the service they expect, and peak-season revenue lands where it should.

H-2B is a proven way to supplement your local workforce during the busiest months of the year. Success with the program starts early: seven to nine months before workers are needed.

Here’s why timing matters, and the steps to take now to be fully staffed for spring 2027.

Key Takeaways

  • The H-2B process moves through three federal agencies, each with its own timeline. Planning seven to nine months ahead gives you room to manage every stage.
  • Labor certification can only be filed 75 to 90 days before your start date. Being ready on the first eligible day strengthens your position.
  • Demand for H-2B visas routinely exceeds the annual cap, especially for spring start dates.
  • For workers arriving in April 2027, the time to start planning is now.

H-2B Planning: Why Starting Early Matters

The H-2B timeline is set by the process. Early action—we recommend starting seven to nine months out—puts you in a good position.

For many H-2B programs, the process involves several government stages, including:

  • Prevailing wage determination (U.S. Department of Labor)
  • Temporary labor certification (U.S. Department of Labor)
  • Petition approval (U.S. Citizenship and Immigration Services)
  • Visa interviews and processing (U.S. Department of State and consulates abroad)

Filing windows are fixed. Employers can file for labor certification within a set window, typically 75 to 90 days before the start date. Get ready before the filing window opens, so you can submit your application on time.

The annual cap creates competition. The statutory cap for H-2B visas is 66,000 per year, with up to 33,000 available in each half of the fiscal year. Demand is usually far higher. In the January 2026 filing period, the Department of Labor received 10,062 applications requesting more than 162,000 positions. USCIS then reached the cap for the second half of the fiscal year, and March 10, 2026 was the last day it accepted new cap-subject petitions for start dates between April 1 and September 30.

Supplemental visas can help, but they are difficult to plan around as they aren't guaranteed. The additional FY 2026 visas were authorized for one fiscal year only, so there is no guarantee of the same relief in 2027.

A delay at one stage pushes back every stage after it. A late start leaves little room to recover from a request for more information or a scheduling backlog.

What 7 to 9 Months Early Looks Like for H-2B

For an April 1, 2027 start date, the H-2B labor certification filing window opens in January 2027.

That may feel early. But a clear timeline turns a complex, multi-agency process into a manageable plan with defined milestones.

Timeframe Milestone
Summer to Fall Assess staffing needs and engage an expert H-2B partner
Fall Submit prevailing wage request
Late Fall Prepare job order and recruitment materials
January File labor certification on the first eligible day
February to March File USCIS petition; workers complete consular interviews
April Workers arrive, ready for peak season

Each milestone sets up the next. When every piece is ready ahead of time, you move through the process with confidence instead of urgency.

Five Steps to Take Now for Spring 2027

Step 1: Forecast your peak season labor needs

Start with what last season taught you.

  • Review staffing gaps, overtime costs, and turnover from your last busy season.
  • Estimate how many temporary employees you'll need and for which roles.

A clear forecast becomes the foundation for every filing that follows.

Step 2: Partner with an experienced H-2B provider

The right partner can help you navigate the remaining steps and manage the details so your team can focus on operations.

  • An experienced H-2B partner can help coordinate program requirements, timelines, documentation, recruitment and worker logistics throughout the process.
  • Experience helps you avoid errors that cause delays.

Vanteo's team helps coordinate the full process, from prevailing wage requests to start date, under one standard of accountability.

Step 3: Define your dates and demonstrate temporary need

H-2B requires employers to show that their need is temporary.

  • Confirm start and end dates tied to your seasonal business cycle.
  • Gather documentation that supports a seasonal, peak load, or other qualifying need.

Well-prepared documentation can help support an efficient review process.

Step 4: Prepare for domestic recruitment requirements

Employers must test the U.S. labor market before hiring H-2B workers.

  • Plan for required job postings, outreach, and recruitment reporting.
  • Budget time and resources for this step early.

Preparation here keeps your labor certification on schedule.

Step 5: Build a contingency plan

Even strong plans need a backup.

  • Prepare for cap limitations or processing delays.
  • Consider staggered start dates, returning workers, or backup staffing options.

A contingency plan protects your season if one piece of the process shifts.

The Benefits of Getting Ahead in H-2B Planning

Early planning pays off in ways your whole organization can feel.

  • On-time start dates. Workers are in place, trained, and ready when demand peaks.
  • Less last-minute stress. Hiring managers and operations teams can focus on running the business.
  • A stronger position. Being ready on day one helps you compete in a crowded visa environment.
  • Year-over-year consistency. Returning workers bring familiarity with your operations and reduce training time each season.
  • A reliable strategy for growth. A repeatable plan supports your business season after season.
