5 Hospitality Businesses That Thrive with H-2B Seasonal Staff
The H-2B visa program allows U.S. construction employers to hire temporary foreign workers when qualified domestic candidates are unavailable. The program runs on two seasons, spring/summer and fall/winter, with 66,000 visas available annually. Common qualifying roles include heavy equipment operators, concrete finishers, roofers, and site preparation workers. The process typically takes five to eight months, making early planning essential.
The scarcity of temporary labor doesn't have to stall your projects. The H-2B visa program connects construction employers with qualified workers when the domestic labor market falls short, keeping critical roles filled and operations running.
The result is less downtime, stronger continuity, and a workforce that scales with your needs.
Temporary Construction Jobs That Qualify for H-2B
The H-2B visa program is intended for temporary, non-agricultural employment. To qualify, employers must demonstrate that no domestic candidates were available to fill the role.
Positions must also fall into one of four categories:
- Temporary: Work tied to recurring projects or specific times of year
- Peak-load: Additional staff needed during predictably busy periods
- Intermittent: Occasional projects or services that don't follow a regular schedule
- One-time occurrence: A rare, specific need that will not repeat
The program operates on two seasons, fall/winter (October 1 through March 31) and spring/summer (April 1 through September 30), with 66,000 visas divided equally between them. Knowing which season your roles fall into determines your application window and timeline for bringing workers on board.
The following outlines a sampling of roles that qualify for each season and when to apply.

The H-2B Visa Process in Five Steps
Start early. The full visa application process typically runs five to eight months, and delays at any stage can push back your start date.
Step 1: Identify Your Needs Document your labor patterns using historical data on projects, revenue cycles, and staffing levels. A clear picture of your needs strengthens every step that follows.
Step 2: Apply for DOL Temporary Labor Certification Request a prevailing wage determination, conduct domestic recruitment to demonstrate worker unavailability, and file Form ETA-9142B.
Step 3: Submit Your USCIS Petition File Form I-129 along with all supporting documentation.
Step 4: Consular Processing Workers apply for visas at U.S. consulates, complete interviews, and submit required documentation.
Step 5: Arrival and Onboarding Arrange transportation, conduct orientation and safety training, and complete I-9 verification.
Another Option: EB-3 for Permanent Roles.
If you have permanent roles open that you can’t fill due to turnover or lack of candidates, the EB-3 visa may also work for you. Construction employers commonly use EB-3 to fill long-term, non-temporary roles with dedicated international candidates.
